• Our government believes in a competitive and sustainable natural resources sector and that good projects must go ahead with the full confidence of Canadians.
• We know that there can be a balance between economic prosperity and the environment in the transition to a low-carbon future.
• That is why our government approved the Line 3 replacement project, the Trans Mountain Expansion project, and has always supported Keystone XL.
• The Canadian portion of the Keystone XL pipeline was approved in April 2010.
• Keystone XL has secured approval from Canada and all three states along the pipeline’s route.
• The project will bring significant economic benefits to both the United States and Canada, and we look forward to construction moving forward.

Background:

On August 23, 2019, the Nebraska Supreme Court announced that it was upholding the validity of the state permit for the Keystone XL pipeline project. On July 10, 2019, the Indigenous Environmental Network filed a motion with the Montana Federal Court seeking an injunction blocking all construction and pre-construction work on the Keystone XL pipeline, arguing that a new Presidential permit was unconstitutional. Both the State department and TC Energy have filed motions to dismiss. A hearing took place on October 9 on the preliminary injunction and the motions to dismiss and the judge said that he will make a decision in November. The State department is conducting consultations on a newly released Supplemental Environmental Impact Statement, which contains additional information and analysis requested by the federal court. The Government of Canada submitted a letter in support of the project.
