Suggested Response:

• The Gazoduq pipeline project is currently in the early planning phase of the regulatory review process under the new Impact Assessment Act.
• We know that Canadians have diverse views on this project. As the project moves through the regulatory review process, we are confident that we will deliver on our duty to consult all impacted parties.
If pressed on the Impact Assessment Agency’s launch of the public comment period for the project:
• The Impact Assessment Agency (IAA) held a public comment period as part of the early planning phase under the new Impact Assessment Act. The public comment period closed on November 22, 2019.
• At this stage in the regulatory review process, the IAA will provide a summary of issues to the proponent who will, in turn, provide a detailed project description which includes a response to the summary of issues.
• Our government is committed to “one project, one review” and looks forward to delivering a robust and efficient review process.

Background:

Gazoduq Inc. proposes to construct and operate a 780 km natural gas transmission line from the TC Energy Canadian Mainline in northeastern Ontario to Énergie Saguenay. The pipeline would connect to a future natural gas liquefaction complex and marine terminal to be constructed by GNL Québec in Saguenay, Québec. The project would export Alberta-sourced gas to European and Asian markets, with the potential to displace use of higher GHG-emitting energy sources, such as coal. This is one of the first projects to be assessed under the new Impact Assessment Act. Gazoduq Inc. submitted the Initial Project Description for the project on October 22, 2019. The public comment period closed on November 22, 2019.
