Suggested Response:

• The 2021-22 Main Estimates total resources listed for the Department of Canadian Heritage is $1.5 billion of which $210.3 million is for Vote 1 (Operating expenditures), $1.3 billion is for Vote 5 (Grants and Contributions), and $27.8 million is for Statutory Authorities.
• The 2021-22 Main Estimates represent a net increase of $1.4 million from 2020-21 Main Estimates.

Background:

Major increases for 2021-22 include funding measures that were mostly announced in Budget 2018 and 2019:

• $27.5 million: Increase in funding profile for the Indigenous Languages and Cultures Program for the purpose of preserving, promoting and revitalizing indigenous languages;
• $7.7 million: Overall increase in funding resulting from the ratification of new collective agreements and the impact of previous year’s signed agreements;
• $4.0 million: Increase in the funding profile for the modernization and construction of community educational infrastructures in the provinces and territories under the Official Languages program;
• $3.2 million: To fund a post-census survey on Official Language minority communities; and
• $2.2 million: Funding for the safety and security costs related to Canada Day celebrations.

The above increases are partially offset by the following decreases:
• $35.4 million: Sunset of time-limited funding for Expanding Support for Artists and Cultural Events, National Day for Truth and Reconciliation and 50th anniversary of the decriminalization of homosexuality in Canada;
• $2.5 million: Sunset of time-limited funding to respond to youth-serving organizations’ increased demand in the Youth Take Charge Program and to expand its reach to a greater number of youth across Canada;
• $2.0 million: Reduction in funding profile to support sport for Indigenous youth and gender parity in the Canadian Sports System;
• $1.5 million: Reduction in funding profile for the Anti-Racism Strategy and sunset of time-limited funding for Addressing the Challenges faced by Black Canadians; and
• $1.0 million: Sunset of time-limited funding for the LGBTQ2 Secretariat.

Funding for initiatives announced via the 2020 Fall Economic Statement will be reflected in the 2021-22 Supplementary Estimates.
