Issue/Question:

Departments that collect service fees applicable under the Service Fees Act are required to table their reports in Parliament by December 2, 2021. The President of the Treasury Board will subsequently table an annual Fees Report that consolidates all departmental fee information by March 31, 2022.

Suggested Response:

• The Fees Report includes information on fees charged by the following business lines of the Department of Canadian Heritage:
o the Canadian Conservation Institute;
o the Capital Experience Program; and
o the Canadian Audio-Visual Certification Office

• PCH collects fees that are set by contract, set by Canadian Heritage’s Act, and fees notice

• In 2020-21, PCH collected $5.0 M in fees

• Total costs for activities generating these fees represent
$7.2 M for 2020-21

Background:

• The Service Fees Act establishes administrative obligations on federal organizations that charge fees. The objective is to increase transparency, accountability and predictability regarding service fees, and to help ensure that fees charged to Canadians by federal organizations remain current and better reflect the costs of delivering related services.
• All government departments and agencies that charge fees for services are required to report on fees identified under the Act on an annual basis.
• The Department of Canadian Heritage charges fees to external clients for the following activities:
o The Canadian Audio-Visual Certification Office (CAVCO), which co-administers federal tax credit programs with the Canada Revenue Agency for which fees are charged to applicants;
o The Canadian Conservation Institute, which charges professional fees related to conservation, training and publication services; and
o The Capital Experience Program, which charges fees for the rental of festival equipment to not-for-profit organizations, food services agreement during major festivals and rental of space for flyers at the visitor center in Ottawa.
