Issue/Question:
Hamilton100, a community based bid group, has been working with Commonwealth Sport Canada (CSC) to explore the possibility of hosting the 2030 Commonwealth Games in Hamilton, Ontario. The Canadian Olympic and Paralympic Committees (COC and CPC), as well as local First Nations and municipalities, are exploring the possibility of hosting the 2030 Winter Games in British Columbia. Requests for federal funding and services are anticipated in 2022 for both projects.
Suggested Response:
• The Government of Canada is always pleased to see sport partners and communities showing interest in hosting international sport competitions.
• We look forward to hearing more about the work of Commonwealth Sport Canada and the Canadian Olympic and Paralympic Committees.
• Any decision on potential Government of Canada support for bids will be made in accordance with the federal Hosting Policy and other financial considerations.
Background:
• The Government of Canada supports hosting international sport events under the Federal Policy for Hosting International Sport Events (Hosting Policy) and the Hosting Program, which target events that contribute to sport benefits, to Canada’s leading role as a sport nation, and to promoting social, cultural, community and economic benefits.
• Consistent with the Hosting Policy, Sport Canada is coordinating the development of the Canadian Major Sport Event Framework - a national bidding and hosting framework for major sport events. This work involves leading provincial and territorial governments and sport organizations in reviewing best practices, lessons learned and strategies for potential future major sport events in Canada.
• This work also includes supporting the Truth and Reconciliation Commission’s Call to Action #91, ensuring that Indigenous Peoples’ territorial protocols are respected, and that Indigenous communities are engaged in all aspects of major sport events.
Potential 2030 Olympic and Paralympic Games Bid
• The Canadian Olympic Committee and Canadian Paralympic Committee are the franchise holders in Canada responsible for presenting an Olympic and Paralympic Games bid to the International Olympic Committee.
• The Canadian Olympic Committee and Canadian Paralympic Committee are working with local partners and organizations in British Columbia to develop and determine the feasibility of a regional concept for hosting the 2030 Games.
• In December 2021, four First Nations - Lil̓wat7úl (Lil’wat), xwmə kwəy’əm (Musqueam), Skwxwú7mesh (Squamish) and səlilwətaɬ (Tsleil-Waututh) - the City of Vancouver and the Resort Municipality of Whistler announced the signing of an MOU indicating their commitment to explore hosting the 2030 Winter Games.
• If this project moves forward, the Canadian Olympic Committee and the Canadian Paralympic Committee may submit a proposal in 2022 seeking the support of the provincial and federal government to host the 2030 Games.
Potential 2030 Commonwealth Games Bid
• Commonwealth Sport Canada is the franchise holder in Canada responsible for presenting a Commonwealth Games bid to the Commonwealth Games Federation.
• In March 2020, Commonwealth Sport Canada named Hamilton as Canada’s Candidate City for the 2030 Games, to be put forward internationally against bids from other nations.
• The project is being led by Hamilton100 which, along with Commonwealth Sport Canada, may submit a proposal in 2022 seeking the support of the provincial and federal governments to host the 2030 Commonwealth Games.
