Issue/Question:

The tabling of the 2022-23 Supplementary Estimates (B) is planned for November 14th, 2022 and represents a total net increase of $7.9 million related to Multiculturalism programs.

Suggested Response:

• The net impact for the Multiculturalism programs under Canadian Heritage—namely, the Anti-Racism Action Program— is a Vote 5 – Grants and Contributions budget increase of $7.9 million.

• This increase comes from a portion of the 2021-22 reprofile of funds related to the Anti-Racism Action Program (ARAP) and the Community Support, Multiculturalism and Anti-Racism Initiatives Program (CSMARI).

Background:

The President of the Treasury Board tables the Supplementary Estimates in order to obtain Parliament’s authority to adjust the government's expenditure plan, as reflected in the Estimates for that fiscal year.

The net increase for the department of Canadian Heritage for the Multiculturalism programs is explained by funding to support the following item:

• Funding to Support Multiculturalism and Anti-Racism Strategy – Total: $7,897,412
Reprofile of 2021-22 funds for a total of $17,966,558 ($7,897,412 in 2022-23 and $10,069,146 in 2023-24 in Vote 5) to cover multi-year projects/initiatives that have been fully assessed and are ready for investment and/or have been approved under the Anti-Racism Action Program (ARAP) and the Community Support, Multiculturalism and Anti-Racism Initiatives program (CSMARI). This reprofile is required so the Government can meet its foundational commitment under the Strategy to empower communities, as well as ensure that the needs of diverse equity-deserving communities who have been severely and disproportionately impacted by the COVID-19 pandemic and the increase in racism/hate in Canada are met.
