Issue/Question:

The Government of Canada is being asked for decisions on federal funding and services, in the fall of 2022, for multiple major sport event projects. Hamilton100, a community based bid group, worked with Commonwealth Sport Canada to develop a plan for hosting the 2030 Commonwealth Games in Hamilton, Ontario. This plan has been submitted for review and decisions by the Government of Canada. The Canadian Olympic and Paralympic Committees, as well as local First Nations and municipalities, are developing a plan for hosting the 2030 Winter Games in British Columbia. This plan will be submitted to the Government of Canada for review and decisions in late summer 2022. The Government of Canada is also working with the Canadian Soccer Association and the governments of Vancouver, British Columbia, Toronto and Ontario to review plans, services and funding for the 2026 FIFA World Cup after Vancouver and Toronto were selected as host cities in June 2022.

Suggested Response:

• The Government of Canada is pleased to see sport partners and communities showing interest in hosting international sport competitions.
• We continue to work with our sport partners, and the governments and communities interested in exploring bids for major sport events.
• Any decision on potential Government of Canada support for bids will be made in accordance with the federal Hosting Policy and other financial considerations.

Background:

• The Government of Canada supports hosting international sport events under the Federal Policy for Hosting International Sport Events (Hosting Policy) and the Hosting Program, which target events that contribute to sport benefits, to Canada’s leading role as a sport nation, and to promoting social, cultural, community and economic benefits.
• Consistent with the Hosting Policy, Sport Canada is coordinating the development of the Canadian Major Sport Event Framework - a national bidding and hosting framework for major sport events. This work involves leading provincial and territorial governments and sport organizations in reviewing best practices, lessons learned and strategies for potential future major sport events in Canada.
• This work also includes supporting the Truth and Reconciliation Commission’s Call to Action #91, ensuring that Indigenous Peoples’ territorial protocols are respected, and that Indigenous communities are engaged in all aspects of major sport events.

Potential 2030 Olympic and Paralympic Games Bid
• Lil̓wat7úl (Lil’wat), xwmə kwəy’əm (Musqueam), Skwxwú7mesh (Squamish) and səlilwətaɬ (Tsleil-Waututh) are working closely with the Canadian Olympic and Paralympic Committees, the City of Vancouver, and the Resort Municipality of Whistler to develop a concept for the 2030 Olympic and Paralympic Winter Games. The parties signed a Collaboration Agreement, by invitation of the four First Nations, to undertake this work.
• This collaboration is a critical step in developing a hosting concept that is a global model for reconciliation and inclusivity. It is precedent setting in Canada and internationally in implementing the Truth and Reconciliation Commission Call to Action #91 and the Canadian Major Sport Event Framework.
• The councils of all four First Nations, the City of Vancouver and the Resort Municipality of Whistler officially received endorsement in July 2022 to continue working on development of a Hosting Concept.
• It is anticipated the Canadian Olympic and Paralympic Committees will seek a decision on provincial and federal support in the fall of 2022 to meet the bid process deadlines of the International Olympic Committee. The International Olympic Committee is anticipated to invite a candidate into the next bid phase in late 2022 and are to announce the host city for the 2030 Games in the fall of 2023.

Potential 2030 Commonwealth Games Bid
• After a domestic process in 2019, Commonwealth Sport Canada selected Hamilton as Canada’s candidate city. Commonwealth Sport Canada is working with a community-based organization, Hamilton100, to explore the opportunity of hosting the 100th anniversary of the event, which first took place in Hamilton in 1930 and was then known as the British Empire Games.
• Hamilton100 submitted a hosting proposal for review by the provincial and federal governments and despite media reports indicating government support for the project, funding decisions are only expected for all orders of government by early winter of 2023.
• The Commonwealth Games Federation has not yet announced the international timelines and process for the 2030 Commonwealth Games. The announcement is expected in the winter of 2023.

2026 FIFA World Cup
• FIFA announced the official host cities for the 2026 FIFA World Cup on June 16, 2022. There were 16 cities selected to host matches. In Canada, BC Place in Vancouver (British Columbia) and the Bank of Montreal Field in Toronto (Ontario) have been selected as the Canadian stadiums for the event.
• In July 2021, the Canadian Soccer Association submitted a national hosting concept to all orders of government. The national hosting concept includes details such as a preliminary budget estimate, planned venues, team base camps, FIFA FanFests and other events across Canada. A revised version of the National Hosting Concept is expected by October 31, 2022.
• A federal funding decision for hosting the event is expected in the winter of 2023.
