Issue/Question:

The tabling of the 2022-23 Supplementary Estimates (B) is planned for November 14th, 2022 and represents a total increase of $13.47 million for the Sport programs.

Suggested Response:

• The net impact for the Sport programs under Canadian Heritage is a Vote 5 – Grants and Contributions increase of $13.48 million, and a Vote 1 – Operating decrease of $0.01 million.

Background:

The President of the Treasury Board tables the Supplementary Estimates in order to obtain Parliament’s authority to adjust the government's expenditure plan, as reflected in the Estimates for that fiscal year.

The net increase for the department of Canadian Heritage for the Sport programs is explained by funding to support the following items:

Appropriations to be adopted:

New funding

Funding to support Indigenous Youth and Sport- Total: $4,000,000
From Budget 2022, the department of Canadian Heritage is seeking renewal of funding in the amount of $4,000,000 annually, for five years, from 2022-23 to 2026-27, to support leadership development and culturally relevant sport for Indigenous Youth and Sport. This funding will be delivered through the existing Sport Support Program. The mechanism for the implementation of the objectives will be through contribution agreements with the Aboriginal Sport Circle, and through Federal-Provincial/Territorial bilateral agreements, which will include conditions and objectives that Sport Canada will pursue collaboratively through said agreements.

Funding to support Special Olympics Canada – Total: $ 1,800,000
From Budget 2022, the Department of Canadian Heritage is seeking $1.8 million in ongoing funding, starting in 2022-23, as an extension to the $16,000,000 investment in Special Olympics Canada through Budget 2018. Special Olympics is a global movement that provides programs and competition opportunities to enrich the lives of millions of people with intellectual disabilities around the world through sport—including in communities across Canada. This funding will support more than 45,000 children, youth, and adults through its strong network of 21,000 volunteers.

Funding for the Sport Support Program initiatives – Total: $5,454,225
• Funding for Safety in Sport – Total: $2,600,000: Reprofile of 2021-22 funds for a total of $2,600,000 to 2022-23 to mitigate the risk of not having enough funding available to the Sport Dispute Resolution Centre of Canada (SDRCC) to launch the Office of the Sport Integrity Commissioner (OSIC).
• Funding for Paralympic Medals – Total: $2,020,000: Reprofile of 2021-22 funds for a total of $2,020,000 to 2022-23 to mitigate the current gap until a Paralympic Performance Recognition program be established in advance of the next Paralympic Games in Paris in 2024.
• Funding for Indigenous Youth and Sport – Total: $834,225: Reprofile of 2021-22 funds for a total of $3,334,225 ($834,225 to 2022-23 please add 23-24 and 24-25 amounts) since the COVID-19 pandemic has had a significant negative impact on the sport system and sport participation in general, but Indigenous communities in Canada have been hit harder than others - already suffering from a relative lack of sport infrastructure and programming. As a result, in many cases, the projects funded in 2021-2022 have not been fully realized.

Funding for the Hosting Program (Sport) – Total: $2,780,750
Reprofile of 2021-22 funds for a total of $5,561,550 ($2,780,750 for 2022-23 and $2,780,750 for 2023-24) to allow Canadian Heritage to provide support to National Sports Organizations for the hosting of International Single Sport Events projects. These events would help restart the Canadian sport system after a protracted period of hosting events during the COVID-19 pandemic.

Transfers to other organizations

Transfer to Social Sciences and Humanities Research Council – Total: $569,353
To support the Sport Participation Research Initiative, a joint initiative between the Social Sciences and Humanities Research Council and Sport Canada that funds innovative research on sport participation to support the objectives of the Canadian Sport Policy.
