Issue/Question:
The 2023 Budget, announced on March 28, 2023, includes new investments for the Canada Media Fund and support for French-language television programming.
Suggested Response:
• Budget 2023 focuses on the growth and competitiveness of our arts and culture sectors through targeted investments in official language communities.
• This includes investments of $40 million over two years for, among others, the Canada Media Fund to increase funding for French-language screen-based content.
• In addition, the Budget provides $4 million over two years to support French-language programming on the TV5MONDEplus platform to showcase Canadian culture and heritage at home and abroad.
Background:
• The 2023 Budget, announced on March 28, 2023, includes new investments in arts and culture, including:
o $40 million over two years, starting in 2023-24, to the Department of Canadian Heritage for the Canada Media Fund to make funding more open to traditionally underrepresented voices, and to increase funding for French-language screen content. This approach ensures support for the production of Canadian content while the government continues to review and modernize its support for the Canadian screen sector.
o $2 million in 2024 – 2025 and $2 million in 2025 – 2026 for Canadian Heritage to purchase Canadian content for the TV5MONDE plus platform.
• The 2023 Federal Budget provides for additional new investments of more than $1 billion over five years for the Action plan, for a total of over $4 billion for official languages. The 2023-2028 Action Plan will be unveiled shortly.
