Issue/Question:

The 2023-24 Main Estimates have been tabled in Parliament on February 15, 2023.

Suggested Response:

• The 2023-24 Main Estimates total resources listed for the Department of Canadian Heritage is $1.9 billion of which $264.5 million is related to Sport programs.
• The 2023-24 Main Estimates for the Sport programs represent a net decrease of $62.6 million from 2022-23 Main Estimates.

Background:

Notable changes in funding for initiatives under the Sport programs include:

• $47.3 million: Decrease in funding for the sunset of funding for Arts, Culture, Heritage and Sport Recovery Fund;

• $20.0 million: Decrease in funding for Indigenous Reconciliation and Strength for Indigenous Women and Girls through Sport for Social Development and Community Sport for All. The Community Sport for All initiatives expected to receive funding of $40 million per year for 2021-2022 and 2022-2023 only. An unspent amount of $20 million was carried forward from 2021-22 to 2023-24 explaining the net decrease; and

• $3.4 million: Net decrease in Sport Hosting Program reprofiles in 2023-24 from 2021-22 ($2.8 million) compared to 2022-23 from 2021-22 ($6.1 million).

The above decreases are partially offset by the following increases:

• $6.3 million: Increased funding profile to support Indigenous Youth and Sport to continue to support leadership development and culturally relevant sport for Indigenous youth; and

• $1.8 million: Increased permanent funding profile to support Special Olympics Canada.
