Issue/Question:
The 2023-24 Supplementary Estimates (B) are scheduled to be tabled in Parliament during the week of November 6, 2023 and represents a total increase of $196.6 million for Canadian Heritage.
Suggested Response:
From the $196.6 million in funding received by Canadian Heritage in the 2023-24 Supplementary Estimates B, $20.6 million will support Sport programs.
That funding is important to build and support a diverse and safe Canadian sport system.
Background:
The President of the Treasury Board tables the Supplementary Estimates in order to obtain Parliament’s authority to adjust the government's expenditure plan, as reflected in the Estimates for that fiscal year.
The Supplementary Estimates seek authority to revise spending levels, which Parliament will be asked to approve in an Appropriation Act. They inform Parliament of changes to the estimated expenditures that will be made under the authority of statutes previously passed by Parliament.
The net funding increase for Sport programs under the department of Canadian Heritage
includes:
• $14.5 million in grants and contributions
• $4.5 million for operating expenditures
• $0.7 million in statutory authorities for employee benefits
An amount of $0.9 million is also received for corporate services supporting those programs, such as information technology, finance and human resources functions.
This funding is composed of the following elements:
New funding
Funding for a diverse Canadian sport system – Total: $9,651,648 (excluding EBP)
Canadian Heritage is receiving $20 million over two years ($10M in 2023-24 and $10M in 2024-25) from a 2022 off-cycle decision to support building a diverse Canadian sport system. This submission further is seeking authority to make an upfront multiyear contribution of $2.02 million in 2023-24 to the Paralympic Foundation of Canada to create an endowment for financial recognition of Paralympic medalists to match that currently received by able-bodied athletes.
Funding for safe sport and to enhance accountability in sport – Total: $9,008,409 (excluding EBP)
Canadian Heritage is receiving funds from Budget 2022 to support building a safe Canadian sport system, totaling $10 million over two years for the Sport Dispute Resolution Centre of Canada (SDRCC) for the implementation of the new independent safe sport mechanism. The department is also receiving funds in the amount of $13.8 million, over three years, starting in 2023-24 from a 2023 Off-cycle funding decision, announced in Budget 2023, to establish a temporary Compliance and Accountability Division and to increase program and policy capacity to address integrity and safe sport issues.

Adjustment to account for contributions to employee benefit plans.
Reprofile
Sport Support Program – Paralympic Medals – Total: $2,020,000
Reprofile of 2022-23 funds for a total of $2,020,000 to 2023-24 to provide a one-time, up-front, multiyear contribution to an endowment for the Paralympic Foundation of Canada (PFC). This contribution will allow the PFC to provide a financial recognition to Paralympians equal to that received by Olympians.
Transfers to other organizations
Transfer to the Canadian Institute of Health and Research – Total: $200,000
Transfer to the Canadian Institute of Health and Research to support female athlete health by addressing research gaps in understanding the health of female athletes in the context of organized sport participation.
Transfer to Social Sciences and Humanities Research Council – Total: $558,007
Transfer to support the Sport Participation Research Initiative, a joint initiative between the Social Sciences and Humanities Research Council and Sport Canada, that funds innovative research on sport participation to support the objectives of the Canadian Sport Policy.
