Issue/Question:

In order to implement some of the new provisions of the Act for the Substantive Equality of Canada’s Official Languages, three regulations must be made. Two of them, the one that will define certain elements of the new regime for Federally regulated private businesses and the one that will provide a framework for the new power of the Commissioner of Official Languages to issue administrative monetary penalties, are being led by Canadian Heritage.

Suggested Response:

The pre-consultation process for the regulations set out in the Act for Substantial Equality of Canada's Official Languages will continue this autumn and winter with groups representing Indigenous peoples.

Beyond our obligation to consult, our goal is to better understand the unique perspectives, issues, and values that drive Indigenous communities, to ensure that the regulations meet the needs and priorities of these communities.

We know that these regulations are eagerly awaited, but it is important to take the time needed to do things properly. We are aiming for the first tabling of the draft regulations in the winter-spring parliamentary session of 2025.
