Issue/Question:
The 2025-26 Main Estimates were tabled in Parliament on May 27, 2025.
Suggested Response:
• The 2025-26 Main Estimates for the Canadian Heritage Portfolio organizations are $2.57 billion in appropriations.
• This represents an increase of $98.7 million or 4% over 2024-25 Main Estimates.
Background:
The $98.7 million or 4% increase is primarily explained by the changes outlined below in the 2025-26 Main Estimates of the following organizations:
o Telefilm Canada: Increase of $59.6 million primarily attributable to a $49 million increase for payments to the corporation to be used for the purposes set out in the Telefilm Canada Act (Budget 2024), an increase of $9.5 million for the establishment of a content market implemented by the Toronto International Film Festival and an increase of $2.1 million for REEL Canada’s National Canadian Film Day 2025. Those increases are partially offset by a decrease of $1 million due to the Refocusing Government Spending initiative (Budget 2023).
o Canadian Broadcasting Corporation: Increase of $42.0 million for critical operating requirements to continue to provide radio and television services and implement its strategic priorities.
o Library and Archives Canada: Increase of $8.3 million primarily attributable to:
• Increase of $18.7 million in temporary funding for support for the Access to Information function announced in Budget 2022 and Budget 2024;
• Increase of $2.8 million in temporary funding for support to continue the proactive review and opening of historical documents;
• Increase of $1.9 million for salary adjustments following the ratification of collective agreements;
• Increase of $1.4 million for variation in the real property portfolio planned spending;
• Increase of $3.4 million for statutory adjustments;
• Decrease of $8.1 million in temporary funding for the implementation of the Federal Framework to address the Legacy of Residential Schools announced in Budget 2022;
• Decrease of $6.3 million for the partnership between Library and Archives Canada and the Ottawa Public Library for the Ādisōke project;
• Decrease of $3.7 million for the sunsetting of funding for the Federal Pathway to Address Missing and Murdered Indigenous Women, Girls and 2SLGBTQQIA+ People, announced in Budget 2021;
• Decrease of $1.3 million for the Refocusing Government Spending Initiative announced in Budget 2023.
o Canadian Radio-Television and Telecommunications: Increase of $3.9 million primarily attributable to a $5.8 million increase to accelerate the implementation of a modernized broadcasting regulatory framework and $1.1 million increase due to statutory adjustments. Those increases are partially offset by a $3.0 million decrease due to the ending profile from the reprofile of 2022-23 funds for the Implementation of the Online News Act (C-18). The funds from this reprofile come from a 2022 off-cycle decision.
o Canadian Race Relations Foundation: Increase of $3.0 million for the Community Information Resources Hub to combat hate (Budget 2024).
o National Science and Technology Museum: Increase of $2.1 million primarily attributable to a $9.3 million increase for critical operating requirements to support operating pressures over two years ($9.3 million in 2025-26 and 2026-27). The increase is partially offset by a decrease of $7.3 million due to the sunsetting of time-limited funding to support national museums announced in Budget 2023.
o National Film Board of Canada: Increase of $1.3 million primarily attributable to a $4.4 million increase for salary adjustments following the ratification of collective agreements and an increase of $2.1 million associated with the revision of rates for the Employee Benefit Plan. Those increases are partially offset by a decrease of $5.3 million due to the sunsetting of time-limited funding for critical operating requirements initially allocated in Budget 2023 for two years.
o National Arts Centre: Increase of $0.1 million.
o Canadian Museum of Immigration at Pier 21: Decrease of $1.2 million due to the sunsetting of time-limited funding to support national museums announced in Budget 2023.
o National Gallery of Canada: Decrease of $1.6 million due to the sunsetting of time-limited funding to support national museums announced in Budget 2023.
o Canadian Museum for Human Rights: Decrease of $1.7 million due to the sunsetting of time-limited funding to support national museums announced in Budget 2023.
o Canadian Museum of Nature: Decrease of $3.2 million primarily attributable to a $4.8 million decrease due to the sunsetting of time-limited funding to support national museums announced in Budget 2023, which is partially offset by $1.6 million increase due to salary adjustments following the ratification of collective agreements.
o Canada Council for the Arts: Decrease of $3.6 million primarily due to the Refocusing Government Spending initiative from Budget 2023.
o Canadian Museum of History: Decrease of $5.0 million due to the sunsetting of time-limited funding to support national museums announced in Budget 2023.
o National Battlefields Commission: Decrease of $5.2 million primarily attributable to a $10 million decrease due to the sunsetting of time-limited funding for critical operating requirements initially allocated in Budget 2023 and a decrease of $2.2 million due to sunsetting of time-limited funding for Payments in Lieu of Taxes for federal assets. Those decreases are partially offset by an increase of $4 million due to a reprofile of 2024-25 funds for greenhouse renovations and an increase of $2.9 million due to a reprofile of 2024-25 funds for the roof replacement at the Plains of Abraham Museum. Funding for those two reprofiles, which are Public Services and Procurement Canada managed projects, comes from Budget 2023.
