Suggested Response:

• The Government of Canada is aware the case of Michael Spavor have entered a new stage of the Chinese judicial process.
• Canada is deeply concerned by the arbitrary detention and arrest by Chinese authorities and we call for his immediate release.
• We continue to raise this case with Chinese authorities at the highest level and will continue to do so.
• Canadian consular officials continue to provide consular services to Mr. Spavor, as well as to his families.
• This issue is a top priority for the Minister of Foreign Affairs.

• On December 10, 2018, Mr. Michael Spavor was detained in Dalian for allegedly endangering China’s national security. redacted
• Liaoning State Security continues its investigation of the case. Mr. Spavor’s case was transferred to prosecution on December 6, 2019. redacted
• Mr. Spavor has been arbitrarily detained by China since December 10, 2018 redacted.
• Canadian officials visit Mr. Spavor on a monthly basis. On December 16, 2018, former Ambassador McCallum led the first consular visit to Mr. Spavor. Ambassador Barton visited Mr. Spavor on October 28 and November 18, 2019. In total, Canadian officials have conducted fourteen consular visits to Mr. Spavor. Canadian officials in Ottawa are in regular contact with Mr. Spavor’s family.
