Suggested Response:

• Canada remains committed to a comprehensive and global response to the pandemic.
• That is why we are working to ensure that countries across the world have access to COVID-19 vaccines through our investments in COVAX - the COVID-19 Vaccine Global Access Facility and through the donation of surplus vaccine doses.
• Canada has committed to donating the equivalent of at least 200 million vaccine doses through the COVAX Facility by the end of 2022.
• This will include vaccine doses procured by Canada that are surplus to our domestic needs, plus financial support to COVAX for the procurement and delivery of doses.

Background:

• In response to uneven access by countries to COVID-19 vaccines internationally, dose-sharing by countries with sufficient supply represents an important mechanism to increase equitable access and contribute to ending the acute phase of the pandemic.
• As of Nov. 18, 2021, more than 199 million donated COVID-19 vaccine doses have been delivered via the COVAX dose sharing mechanism. To date, higher income countries have made total commitments to share approximately 1.3 billion doses via COVAX to facilitate equitable and fair access to vaccines and to complement those procured via the COVAX Facility.

CONTENT

• As a result of its successful procurement strategy, Canada has access to more doses than it requires and is sharing surplus with other countries in need.
• On October 30, 2021, at the G20 Leaders’ Summit, the Prime Minister announced that Canada will donate the equivalent of at least 200 million doses to the COVAX Facility by the end of 2022. This will be composed of vaccine doses procured by Canada that are surplus to domestic needs, including an immediate contribution of up to 10 million Moderna doses, plus financial support for the procurement and delivery of doses.
• Canada via COVAX has delivered over 8.3 million doses to 13 countries (Jamaica, Kenya, Niger, Nigeria, Costa Rica, Guatemala, Argentina, Nepal, Nicaragua, Angola, Egypt, Uganda, Rwanda). This is in addition to the financial contributions Canada has provided to the COVAX pillar of the ACT-Accelerator.
• Canada has also shared over 762,000 doses of AstraZeneca through bilateral agreements. These doses had already arrived on Canadian soil and were in excess of Canada’s domestic needs. Canada will continue to prioritize the delivery of any excess doses through the COVAX AMC.
