Suggested Response:

• The Government of Canada is committed to reducing emissions from oil and gas production through a comprehensive plan that includes financial support for innovation and new technologies, as well as regulations.
• While the federal government has constitutional jurisdiction to limit GHG emissions, the Government respects the provinces’ jurisdiction over natural resources. That is why the proposed oil and gas GHG pollution cap would cap emissions, not production.
• The draft regulations have been carefully designed around what emissions reductions are technically achievable by the sector, while allowing production to continue to grow. This will help the sector remain competitive.
• The draft regulations represent the next step in an ongoing process of engagement with industry, provinces and others, and we welcome further input.

Background:

• The Government of Canada announced the publication of Environment and Climate Change Canada’s (ECCC) Draft Regulations to Cap Oil and Gas Sector Greenhouse Gas Emissions on November 4, 2024. This is a critical piece of Canada’s plan to allow the sector to continue to supply energy to global markets while decarbonizing production and reaching net-zero emissions by 2050.
