Issue/Question:
On September 23, 2020, the Speech from the Throne highlighted priorities around modernizing training for law enforcement, use of force, and RCMP reforms with a shift toward community-led policing as part of broader Government of Canada efforts to address systemic racism and discrimination.
Suggested Response:
• Significant progress has been made by the RCMP over the past two years with respect to organizational and cultural change; this work continues with efforts focussed on advancing equity, accountability and trust in the RCMP.
• The Commissioner has a robust plan. I would highlight for example, exploring a national de-escalation model, and expanding the range of service delivery options for Indigenous, northern, rural and racialized communities, including supporting community-led safety models to include unarmed options.
• The Commissioner has also expressed her support for the use of body worn cameras and, in response to mental health crises and wellness checks, the RCMP is seeking enhanced collaboration with health and social service partners.
• All Canadians must have the confidence that law enforcement is there to protect them. We remain committed to taking the steps necessary to enhance the relationship between the RCMP and communities served.
Background:
The Speech from the Throne mentioned that the following issues will be priorities for the government: 1) Modernize training for police and law enforcement, including addressing standards around the use of force; 2) Move forward on RCMP reforms, with a shift toward community-led policing.
The Commissioner’s 2018 mandate letter called on her to support the organization through a period of transformation to modernize the RCMP’s culture and management practices.
Over the past two years the RCMP developed and launched “Vision 150”, entitled as such to reflect the organization’s 150th anniversary in 2023. The plan’s goals are to build a healthier, more diverse and professional workforce to support leading-edge policing, with the ultimate objective of a modern and inclusive RCMP culture.
Considerable progress has been achieved to date across all areas of the plan. Key accomplishments include:
• Senior Executive gender parity;
• New Chief Administrative Officer and experienced public servants in key management roles;
• GBA+ across the RCMP;
• African Canadian Experience Workshop;
• Character-based leadership; and
• Commissioner’s Indigenous Lived-Experience Advisory Group.
In recent months, the Commissioner and the entire management team have focused efforts on developing the next evolution of the plan. The focus is on taking concrete action that advances equity, accountability and trust in the RCMP.
The RCMP continues to demonstrate that it is committed to providing bias-free policing, listening to individuals and communities, and providing services that reflect the evolving needs and realities of the communities they serve.
