Overall – weekly data:
• Overall, there has been a decline of 68% in travellers across the country in all modes versus the same period in 2019 (over the last 7 days, up to October 31).
• Travel volumes were down by approximately 0.4% overall for the week (over the last 7 days, up to October 31). In the land mode, volumes were down approximately 3%, whereas air volumes were up by approximately 3%.
• Excluding essential service providers, vaccination rates of international travellers remain above 80% overall.
Travellers - Air Mode (from March 22, 2020 – October 31, 2021):
• Decrease of 66% in U.S. air travellers versus the same period in 2019 (over the last 7 days, up to October 31).
• Decrease of 58% of international air travellers arriving from other locations (other than the U.S.) versus the same period in 2019 (over the last 7 days, up to October 31).
• 99.5% of travellers complied with the pre-arrival testing requirement, or were exempt, while 7,123 travellers were referred to PHAC for not demonstrating a pre-arrival test result (January 7, 2021 – October 31, 2021).
• 156 foreign nationals seeking entry from the U.S. were prohibited entry for failing to have a pre-arrival test result (January 7, 2021 – October 31, 2021).
• 2,134 U.S. citizens and 657 foreign nationals travelling from the U.S. by air were denied entry into Canada.
• 1,387 foreign nationals from locations other than the U.S. were also denied entry.
• 702 travellers were referred* to a PHAC Quarantine Officer by the CBSA after being ruled as a potential case of concern.
• 18,092 asymptomatic travellers referred to PHAC for not having suitable accommodation to quarantine (April 17, 2020 – October 31, 2021).

Travellers - Land, Rail and Marine Mode (from March 22, 2020 –
October 31, 2021):
• Overall decrease of 72% of highway volumes when compared to this same period in 2019 (over the last 7 days, up to October 31).
• The number of individuals travelling by ferry has decreased by 97% when compared to this same period in 2019 (over the last 7 days, up to October 31).
• The number of private boaters has decreased by 73% when compared to this same period last year (over the last 7 days, up to October 31).
• Passenger rail service has been suspended until further notice (decrease of 100%).
• 99.8% of travellers complied with the pre-arrival testing requirement, or were exempt, while 15,990 travellers were referred to PHAC for not demonstrating a pre-arrival test result (February 15, 2021 – October 31, 2021).
• 24,774 foreign nationals seeking entry from the U.S. were prohibited entry for failing to have a pre-arrival test result (February 15, 2021 – October 31, 2021).
• 66,681 U.S. citizens, and 9,061 other foreign nationals, were denied entry due to non-essential travel.
• 1,317 travellers were referred* to a PHAC Quarantine Officer by the CBSA after being ruled as a potential case of concern.
• 15,480 asymptomatic travellers referred to PHAC for not having suitable accommodation to quarantine (April 17, 2020 – October 31, 2021).

Commercial Operations – Year over Year data:
• Overall, there has been an increase of 4% in commercial truck traffic versus the same period in 2019 (over the last 7 days, up to October 31).
• There has been an increase of 14% in commercial releases in all modes versus the same period last year (over the last 7 days, up until October 31)
o Increase of 18% in highway releases versus the same period last year (over the last 7 days, up until October 31)
o Increase of 3% in air releases versus the same period last year (over the last 7 days, up until October 31)
o Increase of 4% in marine releases versus the same period last year (over the last 7 days, up until October 31)
o Increase of 15% in rail releases versus the same period last year (over the last 7 days, up until October 31)
Refugee Claimants:
• Week over week, there has been a relatively consistent number of asylum seekers at the Canada/U.S. border since travel was restricted.
• Between March 21, 2020 and November 1, 2021:
o 8,804 refugee claims have been received:
451 inland;
5,544 in land mode;
1,917 in air mode;
29 in marine mode; and
863 between the ports of entry.
o 3,972 claimants arriving at a port of entry met an exemption to the Safe Third Country Agreement (STCA) and were allowed entry to Canada to proceed with their claim; whereas,
o 738 refugee claimants seeking entry to Canada were found to be ineligible under the STCA.
Note: Subsets excluded from this breakdown, but included in the overall total are categories of abandoned, withdrawn before referral, those pending eligibility/suspended, and those found ineligible under other sections of Immigration and Refugee Protection Act (prior claims, recognized as a convention refugee by another country, etc.).
ArriveCAN Mobile and Web Applications
• Since the launch of ArriveCAN in April 2020 and up to October 31, 2021, nearly 6.5 million travellers have submitted the required information using either the ArriveCAN mobile application or web application.
• Of which, 64% (approximately 4.2 million travellers) entered Canada by air mode, 36% (approximately 2.4 million travellers) entered by land mode, and 0.09% (~6,200 travellers) entered by marine mode.
• As of September 30, 2021, ArriveCAN has been downloaded nearly 4.5 million times (Google and Apple downloads).
• Between October 18 to October 24, usage of ArriveCAN remained steady compared to previous weeks:
o 88% of air travellers submitted their information using ArriveCAN;
o 34% of land travellers submitted their information using ArriveCAN;
• While the overall usage in land remains around 35 to 40%, usage for those who are not explicitly exempt from quarantine, including those travelling for discretionary purposes, is consistent with those in air mode, at around 85% usage; and
o 4% of marine travellers submitted their information using ArriveCAN.
COVID-19 Vaccines (as of October 31, 2021)
• Approximately 78% of the population has been partially vaccinated, and around 74% of the population has been fully vaccinated.
• Approximately 90% of the eligible population (12+) has been partially vaccinated, and around 85% of the eligible population has been fully vaccinated.
• In Canada, approximately 58.4 million doses in total have been administered (~29.7 million first doses, ~28.2 million second doses and ~425K third doses).
