Issue/Question:

• Indian Prime Minister Narendra Modi will be in attendance at the G7 Summit in Kananaskis, Alberta.

Suggested Response:

• Canadian Security Intelligence Service (CSIS) works with a range of foreign security and intelligence partners, including India, to fulfill its mandate. CSIS engagement with foreign partners directly supports our critical work to ensure the safety of Canada and all persons in Canada.

• While we may not always agree with our foreign partners, it is important to maintain lines of communication and engage on mutual priorities.

• While we cannot get into specifics of our engagement with any foreign counterparts, including Indian counterparts, CSIS activities comply with the Avoiding Complicity in the Mistreatment by Foreign Entities Act (ACMFEA). All engagement with a foreign partner is governed by ACMFEA, and is subject to restrictions when there are concerns regarding a country’s human rights approach.

• CSIS currently has over 300 arrangements in place with foreign partners. CSIS undertakes each of these engagements with foreign partners with my approval as Minister of Public Safety and in consultation with the Minister of Foreign Affairs.

• Canadian Security Intelligence Service (CSIS) complies with the Avoiding Complicity in the Mistreatment by Foreign Entities Act (ACMFEA). All engagement with a foreign partner is governed by ACMFEA, and is subject to restrictions should there be concerns regarding a country’s human rights environment.

• International partners can sometimes cross the line between legitimate diplomatic activities and foreign interference. In those instances, CSIS works with our colleagues at Global Affairs Canada (GAC) to communicate in a coordinated manner when that line has been crossed and the consequences of continuing to do so.
