Issue/Question:

A Bloc Quebecois MP has inquired about a constituent’s concerns regarding the delivery of ‘anti-vaccination’ material by Canada Post.

Suggested Response:

  • As Canada's postal administration, Canada Post is obligated to deliver any mail that is properly prepared and paid for, unless it is considered non-mailable matter, such as material that is prohibited by law
    • The Courts have told Canada Post that its role is not to act as the censor of mail or to determine the extent of freedom of expression in Canada
    • Any views Canada Post may have about the content do not change its obligation to deliver

If pressed on the government action to stop the delivery of this material:

  • The government is aware of concerns expressed regarding the content of this publication, and the requests to have Canada Post stop distributing it
  • As Minister responsible for Canada Post, I have the authority to prevent the distribution of material through Canada Post if it relates to a criminal offence
  • We continue to actively and broadly promote the importance of vaccinations and public health measures as key steps that Canadians should take to protect themselves, their families and those in their communities
