Issue/Question:
The 2022-2023 Supplementary Estimates (B) for Shared Services Canada (SSC) was tabled in the House of Common on November 17, 2022.
Suggested Response:
- SSC will invest additional funding to provide modern, reliable and secure information technology infrastructure in support of government priorities, and digital delivery of programs and services to Canadians
- With the approval of the 2022-23 Supplementary Estimates (B), SSC’s reference levels will increase by $8.5 million, which is mainly due to the following:
- New funding for a total of $18.2 million for the costs of core information technology services; and
- Transfers with other government departments resulting in a total net decrease of ($9.7 million)
- SSC will continue to make diligent use of funds to ensure maximum value for Canadians
Background:
Supplementary Estimates present information on additional spending requirements, which were either not sufficiently developed in time for inclusion in the Main Estimates or have been subsequently adjusted to account for developments in programs and services.
With the approval of 2022-2023 Supplementary Estimates (B), SSC’s reference levels will increase by $8.5 million, from $2,881.1 million to $2,889.6 million.
This increase is attributable to the following:
- New Funding – Total New Funding – $18.2 million
- A total of $18.2 million (Vote 1) for the costs of core information technology (IT) services
- Transfers – Total Net Transfer – ($9.7 million)
- An increase of $0.1 million (Vote 1) from the Treasury Board Secretariat (TBS) to support projects, which will reduce greenhouse gas emissions in federal government operations as part of the Greening Government Fund
- A decrease of ($7.7 million) (Vote 1) to the Department of National Defence for the continual operation of its Static Military C2 systems
- A decrease of ($2.0 million) (Vote 1) to the Canada Border Services Agency broken down as follows:
- ($1.7 million) for the Enhanced Passenger Protection Program; and
- ($0.3 million) for the data communication technology for the Security Screening Automation project
- A decrease of ($0.1 million) (Vote 1) from TBS for the Government of Canada Pass Service
- Internal Transfers – Total Net Effect – Nil
- A total nil net effect of the realignment of funding from the Capital Vote (Vote 5) to the Operating Vote (Vote 1) of $75.6 million in support of operational requirements. This will be used to fund operating expenditures related to SSC’s:
- Workload Modernization and Migration Program;
- Mission critical projects;
- Maintenance contracts requirements;
- Legacy infrastructure and services; and
- Investment opportunities (approved through SSC’s Planning and Prioritization Exercise), including transformational items that would have an impact on SSC’s forward agenda
- In addition, there is a realignment of funding from SSC’s regular Operating Vote (Vote1) to its Special Purpose Allotment (SPA) of $2.6 million for the Secure Communications for National Leadership (SCNL) initiative. This transfer will ensure all funding related to SCNL remains within its designated SPA
- A total nil net effect of the realignment of funding from the Capital Vote (Vote 5) to the Operating Vote (Vote 1) of $75.6 million in support of operational requirements. This will be used to fund operating expenditures related to SSC’s:
- Vote-Netted Revenue Authority – Total Net Effect – Nil
- An increase of the Vote-Netted Revenue authority of $74.1 million in Operating Vote (Vote 1) due to the continued increase in demand from partner organizations for IT investments and transformations aligned with Canada’s Digital Government Strategy
The total 2022-2023 Supplementary Estimates (B) for SSC is $8.5 million.
