Issue/Question:
On June 10, 2023, the Government of Canada had ordered the seizure of a Russian-registered cargo aircraft currently grounded at Toronto Pearson Airport, pursuant to the Special Economic Measures Act.
Suggested Response:
- Led by the Minister of Foreign Affairs, this seizure is the first step of Canada’s action to put additional pressure on Russia to stop its illegal war against Ukraine by straining its economy and limiting resources
- Should the asset ultimately be forfeited to the Crown, the Minister of Foreign Affairs will work with the government of Ukraine on options to use this asset to compensate victims of human rights abuses, restore international peace and security, or rebuild Ukraine
- Officials from my Department are evaluating the condition of the asset in order to preserve it and accurately determine its value
- By authorizing the seizure of the Antonov 124, Canada reaffirms that impunity is not an option for those who have profited from Russia’s illegal war in Ukraine

- My departmental officials will be working under the Seized Property Management Act to maintain the seized asset until forfeiture proceedings are concluded
