Issue/Question:

Public Services and Procurement Canada (PSPC) is committed to supporting climate action and sustainability through greening government operations, and works closely with client departments and agencies to reduce greenhouse gas emissions and explore opportunities for green efficiencies. This includes green procurement, which considers clean transportation such as Electric Vehicles and deploying supporting infrastructure in its facilities such as Electric Vehicle Charging Stations.

Suggested Response:

  • As the government’s common service purchaser for vehicles, the Department has a standing offer for zero emission and hybrid light-duty vehicles
    • In the past three years, 1,255 of these green vehicles have been procured
    • In addition, the Department is working to make other electric vehicles available, such as buses and medium and heavy commercial electric trucks
    • To help drive availability of green vehicles, the Department continuously engages the industry to anticipate new market trends, communicate Canada’s requirements and incorporate emerging technologies into its procurement tools
    • Public Services and Procurement Canada has also established a range of procurement tools for electric vehicle charging stations and as of August 2021, Public Services and Procurement Canada has installed 262 charging stations at 73 Crown-owned and leased locations

Background:

PSPC is the service provider for purchasing electric vehicles as well as Electric Vehicle Charging Stations (EVCS). These vehicles are made available to all federal departments as fleet vehicles and as executive vehicles for Cabinet Ministers, Ministers of State, Secretaries of State and eligible Deputy Heads. The government also encourages employees to use low-carbon forms of transportation to reduce emissions from employee commute.

Charges related to the charging stations are funded by the users.
