Issue/Question:

The Supplementary Estimates (A) 2019–2020 will be tabled in Parliament on December 5, 2019. Shared Services Canada is seeking additional funding through these Supplementary Estimates.

Suggested Response:

• Shared Services Canada will invest additional funding to provide modern, reliable and secure information technology infrastructure in support of government priorities and digital delivery of programs and services to Canadians.

Background:

With the approval of Supplementary Estimates (A), SSC’s reference levels for 2019–2020 will increase by $235.8 million, from $2,016.0 million to $2,251.8 million.

The $235.8 million increase in the Supplementary Estimates (A) is attributable to the following:

New Funding—Total New Funding $197.8 million

• A total of $197.8 million (including $0.6 million for the Employee Benefit Plan) for the Workload Migration Program and the Cloud Architecture Program. These programs support the government’s priority of enabling the digital delivery of services to Canadians, the modernization of the government’s information technology infrastructure, and specifically the moving of applications from at risk data centres to modern hosting solutions.

Funding Reprofile—Total $38.0 million

• A total of $30.0 million related to the Information Technology Refresh Program to continue to refresh and sustain existing information technology infrastructure managed by Shared Services Canada. This reprofile is mainly due to a reprioritization exercise carried out in consultation with partner organizations.

• A total of $8.0 million related to the Secure Canada’s Government Information Technology Infrastructure and Information to support the requirements for implementing security solutions to achieve cybersecurity objectives. This reprofile is mainly due to procurement delays and challenges engaging with partners.

Internal Transfer—Total Nil Net Effect

• Vote transfer with a total nil net effect for the realignment of $41.1 million in funding from the Operating to the Capital vote. The internal realignment of funds is needed for the Information Technology Refresh Program to ensure the appropriate mix of capital and operating funding is available.

Additional Information:

• With the approval of Supplementary Estimates (A), Shared Services Canada’s reference levels for 2019–2020 will increase by $235.8 million, from $2,016.0 million to $2,251.8 million. This increase is attributable to the following items included in Shared Services Canada’s Supplementary Estimates (A):
