Issue/Question:

The Supplementary Estimates (A) 2021-2022 for Shared Services Canada will be tabled in the month of May 2021 and is the first Supplementary Estimate this fiscal year.
Supplementary Estimates present information on additional spending requirements that were either not sufficiently developed in time for inclusion in the Main Estimates, or have been subsequently adjusted to account for developments in programs and services.

Suggested Response:

·       Shared Services Canada will invest additional funding to provide modern, reliable and secure information technology infrastructure in support of government priorities and digital delivery of programs and services to Canadians.

Background:

With the approval of Supplementary Estimates (A), Shared Services Canada’s (SSC) authorities to date for 2021–2022 will increase by $158.1 million, from $1,908.1 million to $2,066.2 million.

The $158.1 million (Vote 1 $90.9 million; Vote 5 $66.1 million; Statutory $1.1 million) increase in the Supplementary Estimates (A) is attributable to the following:

New Funding – Total Funding $158.1 million

• A total of $99.6 million (Vote 1 $47.2 million; Vote 5 $51.6 million; Statutory (EBP) $0.8 million) for Accessing Information Technology Repair and Replacement funding from Budget 2021 (formerly known as the Information Technology Refresh Program). This funding is to improve planning, proactively address the Government of Canada’s outdated information technology equipment, and strengthen the Government of Canada’s abilities to adapt to rapidly changing digital requirements and prevent system failures and service outages.

• A total of $43 million (Vote 1 $28.1 million; Vote 5 $14.6 million; Statutory (EBP) $0.3 million) for Cyber and Information Technology Security initiatives. This includes funding for the Government of Canada Secret Infrastructure (GCSI) Expansion Project to implement a secure, reliable, highly available, and cost effective solution for Government of Canada classified information and the Expanded Small Departments and Agencies (SDA) Study to further analyze the connectivity of SDAs to SSC-managed Internet and cloud access.

A total of $15.5 million (all Vote 1) for the cost of Core Information Technology Services. This amount includes funding to support costs associated to onboarding new full time

Additional Information:

·       With the approval of Supplementary Estimates (A), Shared Services Canada’s authorities to date will increase by $158.1 million, from $1,908.1 million to $2,066.2 million. This increase is attributable to the following items included in SSC’s Supplementary Estimates (A):

o Accessing Information Technology Repair and Replacement funding from Budget 2021 $99.6 million;
o Cyber and Information Technology Security initiatives $43.0 million;
o Core Information Technology (IT) services $15.5 million.
