Question Period Note: TB Vote 50 – Defence and Security Initiatives

Can you provide additional clarity on TB Central Vote 50 and on TBS’ reporting of $944 million allocated for the 2025-26 fiscal year?

• Treasury Board Central Vote 50 is a dedicated fund that allows quick response to urgent or unforeseen defence and security needs.
• It is designed to be used only when necessary to access funds already approved by Treasury Board.
• All allocations are publicly reported to Parliament through Supplementary Estimates.
• To date, Vote 50 has been used to:
o accelerate military procurements (long-range strike systems, underwater surveillance, naval weapons and radar),
o strengthen infrastructure (base property, office space, military housing), and
o enhance cyber and digital capabilities.

Treasury Board Central Vote 50 – Defence and Security Initiatives was created in 2025-26. TB Vote 50 is available, if needed, to supplement existing appropriations to support expenditures that cannot be managed within existing spending authorities. The Department of National Defence and other federal organizations involved in defence and security, such as but not limited to, the Department of Veterans Affairs, Communications Security Establishment and the Canadian Security Intelligence Service, are able to access the vote.
It allows the government to move more quickly by removing potential delays associated with the normal supply cycle, enabling urgent defence and security priorities to proceed. The Vote is designed to be accessed only if required, and requires an approved funding decision and Treasury Board approval. In the interest of transparency, allocations from this fund is being published concurrently with the next Supplementary Estimates or year-end reporting published on the Treasury Board Secretariat’s website.
Treasury Board has approved allocations of up to $1 billion from TB Vote 50 for the 2025-26 fiscal year, and a total of $944 million has been allocated up to May 20, 2026. As part of the year-end reporting exercise, TBS published the list of allocations below, concurrent with the tabling of Supplementary Estimates (A) 2026-27. The Department of National Defence and the Communications Security Establishment have approved the descriptions and are aware of the upcoming publication of the information.

Description: Funding to support the acquisition of the Long-Range Precision Strike (Land) system. This allocation allowed the Department of National Defence to accelerate payment timelines and secure its production position for the Long-Range Precision Strike (Land) system.

Description: Funding to support the acquisition of the Integrated Underwater Surveillance System. This allocation allowed the Department of National Defence to accelerate payment timelines for the Integrated Underwater Surveillance System, supporting the defence of Canadian maritime approaches, including undersea monitoring and surveillance of the North Atlantic.

Description: Funding to support the acquisition of weapons and radar components for River-class destroyers. This allocation allowed the Department of National Defence to accelerate the acquisition of the weapons and radar systems for River-class destroyers, supporting activities essential to delivering a credible, high readiness naval capability.

Description: Funding to support the acquisition of the Halifax Gate Industrial Site. This allocation allowed the Department of National Defence to acquire the Halifax Gate property, supporting Canadian Armed Forces operational and infrastructure requirements, and greater collaboration between the Canadian Armed Forces and the Canadian Coast Guard.
