Issue/Question:

Transportation Safety Board Year-end Assessment – March 2023

Suggested Response:

  • Transport Canada (TC) welcomes the publication of the Transportation Safety Board's (TSB) 2023 year-end assessment.
  • Transport Canada has made marked progress in addressing the TSB recommendations and remains committed to working with the Board.
  • Transport Canada will continue to prioritize TSBrecommendations that present the greatest risks within the transportation system.

If Pressed

  • There is a decreasing trend in the overall number of TSB recommendations, which demonstrates Transport Canada’s continued commitment to identifying and responding to safety risks.

Background:

  • On June 14, 2023, the Transportation Safety Board (TSB) announced its year-end assessment through a news release (https://www.bst-tsb.gc.ca/eng/medias-media/communiques/autres-other/2023/recs-20230613.html), which covers the period between October 1, 2022, and March 31, 2023. The assessment contains the TSB’s evaluation of TC’s progress in addressing safety recommendations.
  • The news release noted positive progress, including the closure of three recommendations which were active for over two decades (1998 Swissair 111 accident near Peggy’s Cove, Nova Scotia). The release also underscored that less than half of the outstanding recommendations “date from 10 years ago or more”. At the same time, it noted minimal movement on some key safety issues.
  • There are 75 outstanding TC-related recommendations among the 87 mentioned in the news release. TC maintains an ongoing dialogue with the TSB with a view to addressing outstanding recommendations.
