Suggested Response:
•The Government of Canada continues to work towards creating a more inclusive society, where every person has an equal opportunity to succeed.
•Women and Gender Equality Canada will continue to advance equality through the inclusion of all women and members of 2SLGBTQI+ communities in Canada’s economic, social, and political life.
•The Department will receive $290.9M in funding from the 2023-24 Main Estimates.
•The majority of the funding will be used to:
o support provinces and territories in their efforts to implement the National Action Plan to End Gender-Based Violence. Negotiations are underway to establish bilateral funding agreements with the provinces and territories;
o support the implementation of the first Federal 2SLGBTQI+ Action Plan; and
o support capacity building within women’s and equality seeking organizations to further women’s participation in Canadian society.
Background:
•The Main Estimates are part of the normal parliamentary approval process to ensure that previously planned Government initiatives receive the necessary funding to move them forward.
•The Main Estimates confirm requests for resources that have already been approved by the Treasury Board.
•The Department will receive $290.9M in total funding for 2023-24:
o $59.2M in Operating expenditures;
o $225.4M in Grants and contributions; and
o $6.3M in Statutory (Employee Benefit Plan, Minister’s salary & car).
•The total Grants and Contributions funding of $225.4M to be received in 2023-24 relates to:
o Advancing Gender Equality in Canada ($94.0M)
o National Action Plan to End Gender-Based Violence – Budget 2022 ($75.0M)
o Advancement of a new National Action Plan to End Gender-Based Violence – Budget 2021 ($34.1M)
•La réduction du financement de 19,4 millions de dollars est principalement attribuable au financement de la lutte contre la violence fondée sur le sexe alloué à des organismes (budget de 2021) et à celui visant la pérennité du mouvement des femmes (budget de 2018) qui prennent fin. La baisse est compensée par une augmentation du financement reçu pour faire avancer l’égalité des genres au Canada dans le cadre du Programme de promotion de la femme (budget de 2019), pour aider les provinces et territoires à mettre en œuvre la Plan d’action national pour mettre fin à la violence fondée sur le sexe lancé récemment (budget de 2022) et pour mettre en œuvre le premier Plan d’action fédéral 2ELGBTQI+ (budget de 2022).

•The reduction in funding of $19.4M is mainly attributed to the sunsetting funding related to Gender-based Violence funding to organizations (Budget 2021) and Sustainability of the women’s movement funding (Budget 2018). The decrease is offset by an increase in funding received to advance gender equality in Canada under the Women’s Program (Budget 2019), to support provinces and territories in their efforts to implement the recently launched National Action Plan to End Gender-Based Violence (Budget 2022) and to implement the first Federal 2SLGBTQI+ Action Plan (Budget 2022).
