Annual Report on Travel, Hospitality and Conference Expenditures
Library and Archives Canada 2016 - 2017
As required by the Treasury Board Directive on Travel, Hospitality, Conference and Event Expenditures, this report provides information on travel, hospitality and conference expenditures for Library and Archives Canada for the fiscal year ended March 31, 2017.
Travel, hospitality and conference expenditures incurred by a federal department or agency relate to activities that support the department or agency’s mandate and the government’s priorities.
Mandate:
The Library and Archives of Canada Act came into force in 2004 and created Library and Archives Canada (LAC), whose mandate is : to preserve the documentary heritage of Canada for the benefit of current and future generations; to serve as a source of enduring knowledge accessible to all, contribution to the cultural, social and economic advancement of Canada as a free and democratic society; to facilitate in Canada cooperation among the communities involved in the acquisition, preservation and diffusion of knowledge; and to serve as the continuing memory of the Government of Canada and its institutions.

Explanation of significant variances compared with previous fiscal year
Total travel:
Public Servants: 640 In comparison with 2015-2016, travel expenditures by public servants in 2016–2017 have slightly decreased.;
Non-Public Servants: 88 In comparison with 2015-2016, travel expenditures by non-public servants in 2016-2017 have increased, primarily due to the following reason : One of LAC’s key commitments to Canadians stated in its Three-Year Plan is to showcase the treasures in its collections and to increase access to its collection. One of the best ways to achieve this is to offer a diverse public programming. In 2016–2017, LAC intensified its efforts in support of this commitment and increased the number of events it held, including exhibitions, book launches and conferences. Along with these activities, LAC also encouraged national and international exchanges to promote the sharing of expertise in the areas of archival, library and information sciences, and history by coordinating forums and meetings. Consequently various partners and stakeholders from national and international networks were invited to take part in these events, forums and meetings, which resulted in an increase in travel expenditures by non-public servants in 2016–2017. Inversely since LAC acted as host the travel expenses for public servants have for their part decreased.
Hospitality:
In comparison with 2015-2016, the organization’s hospitality expenses have increased, primarily due to the following reason : As noted above, one of the best ways to showcase the treasures in the collection and to increase access to it (one of LAC’s key commitments to Canadians) is to hold public events. Accordingly, the hospitality expenditures were increased in order to maximize the impacts of holding more events, such as exhibitions, book launches and conferences. Furthermore, to foster the sharing of expertise in the areas of archival, library and information sciences, and history, hospitality expenses were incurred for the purpose of courtesy during the forums and meetings consequently increasing the hospitality expenses in 2016-2017.
Conference fees:
In comparison with 2015-2016, the variance in conference fees for 2016–2017 has decreased, following the application of a new interpretation of the classification of the conference expenses and training expenses.Minister and minister’s exempt staff - International travel:
