As required by the Treasury Board Directive on Travel, Hospitality, Conference and Event Expenditures, this report provides information on travel, hospitality and conference expenditures for Canadian Transportation Agency for the fiscal year ended March 31, 2018.

Travel, hospitality and conference expenditures incurred by a federal department or agency relate to activities that support the department or agency’s mandate and the government’s priorities.

Mandate:

Expenditures on travel, hospitality and conference fees incurred by federal departments and agencies are related to activities that support a departmental or agency mandate and the government’s priorities.
The CTA has three mandates:
• The CTA helps ensure that the national transportation system runs efficiently and smoothly in the interests of all Canadians, including those who work and invest in it; the producers, shippers, travellers and businesses who rely on it; and the communities where it operates.
• The CTA protects the human right of persons with disabilities to an accessible transportation network.
• The CTA provides consumer protection for air passengers.

Explanation of significant variances compared with previous fiscal year

Total travel:

Compared with fiscal year 2016-2017, the CTA's overall travel expenditures in 2017-2018 decreased by $97K (25%), for several reasons. First, in 2016-2017, the CTA undertook a major round of online and in-person consultations as part of its four-phase Regulatory Modernization Initiative (RMI), which was launched in May 2016. The first phase, which focused on accessible transportation regulations, was completed between June 2016 and March 2017 and the second phase, which focused on elements of the Air Transportation Regulations, was completed between December 2016 and October 2017. Consultations only resumed once the Transportation Modernization Act came into force on May 23, 2018. Second, due to some staff turnover in the enforcement division, travel expenditures related to inspections decreased in 2017-2018. Finally, there were fewer international trips in 2017-2018.


Hospitality:

Compared with fiscal year 2016-2017, the CTA's hospitality expenditures in 2017-2018 decreased by $8K (38%). In order to continue to foster a healthy, high-performing organization, the CTA continued to organize all-staff Town Hall meetings, however, it reduced the number of branch level planning sessions, which involved some hospitality expenditures.

Conference fees:

Compared with fiscal year 2016-2017, the CTA's conference fee expenditures in 2017-2018 increased by $4K (200%). This increase is primarily due to an increased participation in conferences to engage with stakeholders and promote CTA initiatives, services and programs.
