National Security and Intelligence Review Agency 2024 - 2025

As required by the Treasury Board Directive on Travel, Hospitality, Conference and Event Expenditures, this report provides information on travel, hospitality and conference expenditures for National Security and Intelligence Review Agency for the fiscal year ended March 31, 2025.

Travel, hospitality and conference expenditures incurred by a federal department or agency relate to activities that support the department or agency’s mandate and the government’s priorities.

Mandate:

The National Security and Intelligence Review Agency (NSIRA) is an independent agency that reports to Parliament and conducts investigations and reviews of the federal government’s national security and intelligence activities. The Secretariat assists NSIRA in fulfilling its mandate. It is the Secretariat that is the government institution for the purposes of the Privacy Act and the Access to Information Act (ATIA). NSIRA has a dual mandate to conduct reviews and investigations in relation to Canada’s national security or intelligence activities. Expenditures on travel, hospitality, and conference fees incurred by the Secretariat support the Agency’s mandate. Explanation of significant variances compared with previous fiscal year

Total travel:

The increase in the Secretariat’s operational travel and training expenditures reflects NSIRA’s commitment to strengthening Canada’s national security accountability through deeper engagement with domestic and international partners. As national security challenges grow more complex, effective review requires collaboration across jurisdictions and the exchange of best practices. Participation in international forums, bilateral meetings, and training initiatives enables NSIRA to contribute to the development of global standards for intelligence oversight while ensuring Canadian practices remain aligned with emerging norms.


Hospitality:

Compared to fiscal year 2023-24, the Secretariat's hospitality expenditures decreased mainly since we didn't host many international partners for meetings. This resulted in a reduction in in-person meetings in the National Capital.
