Transport Canada 2018 - 2019

As required by the Treasury Board Directive on Travel, Hospitality, Conference and Event Expenditures, this report provides information on travel, hospitality and conference expenditures for Transport Canada for the fiscal year ended March 31, 2019.

Travel, hospitality and conference expenditures incurred by a federal department or agency relate to activities that support the department or agency’s mandate and the government’s priorities.

Mandate:

Travel, hospitality and conference expenditures incurred by Transport Canada relate to activities that support the department’s mandate and the government’s priorities. These expenditures support the delivery of the following core programs and services to Canadians by developing and overseeing the Government of Canada’s transportation policies and programs so that Canadians can have access to a transportation system that is safe and secure, green and innovative and efficient.

Explanation of significant variances compared with previous fiscal year

Total travel:

Compared with fiscal year 2017-18, travel expenditures increased by 15% due to various activities and initiatives, such as the:

• Aircraft Certification Enhanced Activity initiative, which strengthens our aviation safety certification team’s capacity to meet industry service demands, which will help support the economic competitiveness of Canada’s aerospace sector;
• Aviation Safety oversight activities, which oversees the safety of Canada’s national air transportation system and assesses whether or not the aviation industry is compliant with the Canadian Aviation Regulations through education, outreach, inspections and assessments;
• Advancement of our aviation safety regulatory framework by starting to modernize the Canadian Aviation Regulations, to support a regulatory framework that responds to the emerging priorities of the aviation community and to engage with the international community to strengthen Canada’s influence and aviation regulatory expertise on the international stage; and
• Oceans Protection Plan, which improves marine safety and enforces responsible shipping practices, protects Canada’s waters and marine environment, and restores and protects marine ecosystems and habitats, in collaboration with Indigenous and coastal communities.


Hospitality:

Compared with fiscal year 2017-18, hospitality expenditures increased by 20% as a result of additional stakeholder engagement for initiatives such as the Oceans Protection Plan along with multiple other programs and activities of the department.

Conference fees:

Compared with fiscal year 2017-18, there is no significant variance for conference fees.

Minister and minister’s exempt staff - International travel:

Compared with fiscal year 2017-18, departmental expenditures for international travel by the Minister and the Minister’s exempt staff decreased by 82%, largely due to a reduction in international missions in 2018-19.
