Acts of Founded Wrongdoing
In the summer of 2024, the Senior Officer for Internal Disclosure at Immigration, Refugees and Citizenship Canada (IRCC) received a protected disclosure alleging that an IRCC employee had committed a serious breach of a code of conduct by accepting a gift from a company who is a supplier to IRCC. At the time, the IRCC employee was involved in the procurement process for which this company was involved. The investigation determined that, in 2023, the employee did accept a gift, valued at $625, from this company and did not disclose this gift to their manager or through a confidential report for conflicts of interest. The investigation found that the employee’s conduct amounted to wrongdoing as defined under paragraphs 8 e) of the Public Servants Disclosure Protection Act, that being a serious breach of a code of conduct.
As the employee who was found to have committed wrongdoing has left the federal public service, corrective measures may not be imposed on that individual. However, the investigation results were communicated to IRCC’s personnel security team for consideration should the individual pursue re‑employment with the Department.
