Case Description:

Apparent and/or Real Conflict of Interest in Contracting Activities.

The employee faced allegations of irregularities regarding the use of the government procurement process to select temporary help service agency workers.

After a thorough investigation, it was concluded that the employee had acted inappropriately. These actions were found to be inconsistent with the Code of Conduct for Procurement and the Values and Ethics Code for the Public Service. By taking these actions, the employee failed to carry out his / her duties in a manner that upholds public trust and confidence. These codes require that public servants not step outside their official roles to assist private entities or persons in their dealings with the government where this would result in preferential treatment to the entities or persons.

Recommendations and Corrective Measures:

Measures have been taken to ensure additional transparency and provide strengthened oversight in the awarding call ups to temporary help services agencies.

Disciplinary action has been taken.
