In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

A Big Step Forward on Inclusion in Unions and the Workplace

Through this 29-month project, the Fédération des travailleurs et travailleuses du Québec will help advance women’s access to leadership and decision-making roles through systemic change. More specifically, the project will address systemic barriers to women’s representation in positions of power within the labour movement and in the workplace. It will do this by creating an assessment tool and recommendations for workplaces as well as a best practices guide for unions on equity, diversity, and inclusion, and by developing experiential training for unions to create more agents of change and provide unions tools for their negotiations. An external evaluation will measure and assess the impact of this systemic change project.

Bolstering Rights and Promoting Access to Healthcare for Gender-Diverse People

To do this, the organization will first prepare a plain-language guide for healthcare professionals on interpreting and applying the Standards of Care for the Health of Transgender and Gender Diverse People (SOC) in Quebec. The guide will help healthcare professionals to adopt practices that are both consistent with the SOC and reflective of Quebec’s realities. Through this work, TransEstrie wishes to improve the provision of care to gender-diverse people. Second, TransEstrie will develop a multimedia tool based on the principle of the “human library” and the experiences of “photovoices.”

It will address the need to adjust the organization’s practices in response to recent increase in complexity of specific issues affecting women within its operating area. The project will include research and documentation on the reality for women in Témiscamingue through an intersectional lens as well as integrating the feminist intersectional approach into the organization’s practices.
