In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

With GAC’s support, Oxfam-Québec will 1) increase equitable access to safe, appropriate, and gender-responsive WASH services and supplies for IDPs, and 2) reduce protection risk rates among conflict-affected people.

Ebola Epidemic - Africa Regional - CRC 2026

May 2026 – A rapidly growing Ebola disease outbreak in the Democratic Republic of the Congo (DRC) and Uganda has prompted the World Health Organization (WHO) to declare it a public health emergency of international concern. The International Federation of Red Cross and Red Crescent Societies (IFRC) has launched a regional emergency appeal in response to the epidemic.

With the support of Global Affairs Canada, the Canadian Red Cross Society will support the efforts of national Red Cross societies to provide lifesaving Ebola prevention and response, as outlined in the IFRC’s emergency appeal focusing on: health services including contract tracing and screening; infection prevention and control measures; sanitation and hygiene interventions; as well as community engagement.

The escalation of hostilities between Hezbollah and Israel in early March 2026 is deepening the existing humanitarian and socio-economic crisis, with the health system particularly impacted. In response, the International Federation of Red Cross and Red Crescent Societies (IFRC) revised its Emergency Appeal to reach up to 1.2 million people with critical services, including emergency medical care, food, shelter, and clean water, until December 2027.

With $4 million in Global Affairs Canada’s support, the Canadian Red Cross is supporting the efforts of the Lebanese Red Cross to deliver life-saving humanitarian assistance as outlined in the revised IFRC Emergency Appeal for Lebanon.
Project activities include: (1) delivering emergency medical services, including ambulance services, medical evacuations, and trauma stabilisation; (2) operating hospitals, field hospitals, medical points, clinics, and mobile medical units; (3) providing mental health and psychosocial support services; and (4) distributing emergency relief supplies, including food, water, hygiene items, and shelter assistance.
