About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Hurricane Melissa – emergency response - CARE Canada 2025

October 2025 – Hurricane Melissa made landfall as a catastrophic Category 5 storm in southwestern Jamaica on October 28, 2025, and as a powerful Category 3 storm in eastern Cuba the following day. The hurricane caused widespread flooding, damage and destruction to infrastructure, as well as displacement in Jamaica and Cuba.
With GAC’s support, CARE Canada helps provide emergency shelter, essential relief items, multipurpose cash assistance, as well as water, sanitation, and hygiene (WASH) services to the most vulnerable households affected by Hurricane Melissa in Jamaica and Cuba. Project activities include: (1) distributing shelter and relief items to affected households; (2) providing services in the water, sanitation and hygiene sector; and (3) providing multipurpose cash assistance (Jamaica only).

Supporting inclusive food security and nutrition in Cuba

This project aims to improve food security and nutritional status of children up to 12 years and pregnant and breastfeeding women in 6 prioritized municipalities in Cuba. Project activities include: (1) facilitating opportunities for small farmers and cooperatives to access local markets and strengthen direct links with social protection programs for the sale of locally produced nutritious food; (2) strengthening local early warning system and integrated risk management plans to manage shocks and mitigate impacts with a age-sensitive and gender lens; (3) improving infrastructure of health, education and social protection institutions that are essential to guarantee optimal conditions for better nutrition and hygiene; and (4) improving local decision making related to food security and nutrition through multi-sectoral coordination and evidence generation considering child-sensitive and gender lens.

This project aims to enhance the well-being of unpaid caregivers and care receivers, particularly women and people with disabilities in selected municipalities in Havana and Pinar del Río, Cuba. Humanity and Inclusion seeks to partner with Cuban organizations to transform how care work is seen and provided, especially for the benefit of women caregivers and care receivers with disabilities. This aligns with the changes being implemented in Cuba around care work for life and Canada´s feminist approach to unpaid and paid care work.
