About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Supporting gender-responsive security provision in Lebanon’s migration management system

This project aims to support General Security (GS) to implement more gender-responsive and human-rights based migration management, ensuring security policy and practice is more responsive to the needs of both migrant and host communities in Lebanon, to decrease tensions and avoid outbreak of local conflict. DCAF will provide GS with knowledge of how to implement institutional policy reform in line with Lebanon’s UNSCR 1325 National Action Plan (NAP), by providing analysis of relevant frameworks and levels of GS implementation and capacity; developing migration management strategies, action and communication plans; and organizing policy debate on migration and security sector reform based on international standards and lessons learned from other contexts. DCAF will provide GS with capacities to implement new policy in line with best practice, by delivering trainings; developing SOPs; supporting establishment and staffing of new Mediation & Gender Units; and developing curricula for related diplomas at the newly established GS Academy. Finally, DCAF will ensure new GS knowledge and capacity is turned into commitment to sustained action by providing a grant scheme and technical assistance to outreach and mediation initiatives in migration-affected communities, including through coordination of outreach activities with LAF CIMIC’s civilian engagement, and facilitating liaison and exchange with other migration security stakeholders from across the Lebanese security sector and civil society.

Building on the achievements and stakeholder relationships of Phase I to institutionalize the peace education curriculum across the Tunisian primary education system, Search for Common Ground is aiming to support the Ministry of Education (MoE) in the roll-out of the peace education curriculum to all Tunisian primary schools, training inspectors and teachers, as well as the development of additional accompanying materials to the curriculum, thereby enhancing the MoE’s efforts to reform the Tunisian education system, while building the capacity of teachers and MoE staff to integrate peace, gender, and human rights considerations into teaching and educational activities.Search will also continue to support local civil society organizations and Peace Clubs in youth centers to further build their capacity to instill civic values, while increasing their sustainability and a stronger connection to the Ministry of Education component.

Support to the strategic communications for the Special Envoy of the Secretary-General on Myanmar

This project supports the Office of the Special Envoy to the Secretary General (OSESG) in Myanmar to address critical gaps in strategic communications. With Canada’s support, the Special Envoy' office seeks to establish a strategic communication unit consisting of: (1) a communications and media officer; and (2) a Myanmar communications and analysis officer. Since the military coup in February 2021, there has been a proliferation of mis- and disinformation campaigns targeting internally displaced people, refugees and peacebuilders inside and outside the country. It is critical that the OSESG produces timely, credible, and transparent communications. Project activities include: (1) supporting the Special Envoy’s Office to ensure accurate and transparent messaging is communicated to intended audiences; and (2) reporting through local and international media to cover Special Envoy’s narratives and activities accurately and constructively.
