In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

CAMH Phase 2 proposes to build on and expand their service delivery via TFC for individuals with a sexual interest in children and/or who are at-risk for engaging in child sexual abuse and do not have legal involvement. The evaluation results from Phase 1 of the project will be incorporated into Phase 2. The anonymous helpline will expand to offer services to bystanders and professionals in order to prevent child sexual abuse. The non-anonymous services will be expanded to additional provinces such as (Quebec, Nunavut and Yukon), will see the development and/or revision of an assessment and treatment manual, a refinement of the weekly self-report questionnaires and tools for pre and post-treatment change as well as the development of services for neurodiverse adults and family/friend support for individuals involved in the treatment program. A public awareness and public relations campaign will be enhanced throughout the contribution agreement period. Evaluation of all aspects of service delivery will continue to ensure the project is impacting risk-related factors for sexual offending.

Women Warriors’ Healing Garden will offer equine-assisted therapy, including individual and group counselling, as well as other equine-assisted mental health activities such as group art therapy and peer support. These services will be offered by a team consisting of a mental health professional trained in the Tranquil Acres Equine-Assisted Therapy method, and an equine specialist. The target audience for this project is Veteran women and members of the 2SLGBTQI+ community in Ottawa.
