Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Humanitarian Response to Conflict in Ethiopia – Oxfam Canada 2022
7440361 P011416001
February 2022 - The conflict in northern Ethiopia is well into its second year and has given rise to one of the worst humanitarian crises in the world. An estimated 9.4 million people in the three conflict-affected states currently require humanitarian assistance, including up to 90% of the population of the Tigray region. Displacement, disruption of livelihoods, and constraints on humanitarian access have left at least 400,000 people facing famine conditions and human rights abuses, including widespread sexual violence, have marked the conflict since its outset.
With GAC’s support, Oxfam Canada addresses the critical protection and sexual and reproductive health needs of conflict-affected populations in the Amhara and Tigray regions of Ethiopia. Project activities include: (1) providing a full range of essential health services, including sexual and reproductive health and rights (SRHR) services; (2) offering case management and support for survivors of sexual and gender-based violence (SGBV); and, (3) providing unconditional cash grants to help at-risk women and girls to meet basic needs. The project also includes a longer-term development component, through which Oxfam addresses gender inequality by (4) strengthening SGBV and SRHR services and responses; and (5) supporting economic leadership and empowerment opportunities for women and girls.
