About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Countering CBW Proliferation through Australia Group Strategic Trade Controls

This project, co-funded with the United Kingdom’s Ministry of Defence, will develop and deliver targeted capacity-building programs to strengthen the capacity of six priority countries (i.e. Brazil, Chile, Jordan, Kenya, the Philippines, and Singapore) to comply with and enforce the CBW control lists of the Australia Group. Activities include: 1) development of an implementation roadmap for each country, including assessing national capacities and developing tailored CBW control list materials; 2) delivery of tailored technical assistance through training and workshops; and 3) conduct an evaluation of the delivered activities and to conduct follow up mentoring as required.

With the support of GAC and other donors, this project provides assistance and protection to refugees, internally displaced persons or other persons of concern in Burundi and Mozambique. Project activities include, providing lifesaving assistance to refugees and other people of concern, including protection, shelter and core relief items, health care services, water, sanitation and hygiene, cash assistance, livelihoods and socio-economic inclusion, mental health, and psychosocial support.

Strengthening Carleton's Indo-Pacific Partnerships (SCIPP)

Carleton University’s initiative will support outbound mobility through three award streams: study visits, research internships, and faculty seed funding, enabling graduate students and faculty to build research capacity and partnerships across the Indo-Pacific. With up to 25 student and faculty awards annually, each valued at $10,000, the program will facilitate 3–4 month placements at partner institutions in Australia, Japan, Taiwan, India, Korea, Vietnam, and New Zealand. Graduate students will gain international research experience and cultural fluency, while faculty recipients will initiate new collaborations with flexible travel timelines. Designed to reflect Carleton’s decentralized, faculty-led research culture, the program promotes interdisciplinary engagement in fields such as engineering, migration studies, and international affairs. It fills a critical gap in outbound mobility funding, particularly for graduate researchers, and is expected to grow Carleton’s Indo-Pacific partnerships over time, contributing to Canada’s strategic engagement in the region.

Supporting Kenya Anti-Terror Police Unit (APTU) Terrorism Financing Unit

This project will contribute to the establishment of a Terrorist Financing (TF) Section within Kenya’s Anti-Terror Police Unit (ATPU) and to enhance the capacity of Kenya’s ATPU, Office of the Director of Public Prosecutions (ODPP), the Financial Reporting Centre (FRC) and other relevant institutions to effectively identify, investigate and prosecute TF offences, with the ultimate goal of disrupting, countering, and preventing terrorist financing in Kenya and the East Africa region. The RCMP, in collaboration with the United Nations Office on Drugs and Crime (UNODC), will work cooperatively to provide Kenya targeted capacity building and technical assistance training and mentorship, reinforcing an intelligence-led approach and robust investigative program for Kenyan law enforcement agencies. The project will also include the provision of computers and software that will assist officers in carrying out investigations on illicit financial flows and TF. The project is intended to enable Kenya to counter growing terrorist threats within the country and region while also creating standardized responses to advance regional cooperation and cross-border investigations.
Project activities include: 1) a baseline assessment of the ATPU's capacity and a national terrorist financing risk assessment; 2) on-site training, including long-term mentorship to law enforcement officers on terrorist financing, cryptocurrency, strategic analysis, and major case management, to assist in conducting investigations pertaining to terrorist financing offences and strategic decision making to combat illicit financial flows and 3) the provision of equipment, including laptops/computers and software to carry out effective financial investigations.

This grant represents Canada's support for the World Food Program (WFP) Junior Professional Officer (JPO) Program. It is part of a larger contribution to the Junior Professional Officer (JPO) Program, which supports the filling of up to 20 positions by young Canadian professionals.
WFP uses these funds to recruit and appoint up to four young Canadians to JPO positions, allowing them to gain professional on-the-ground experience in international development and also helping the organization fulfill its mandate and achieve the Sustainable Development Goals.
WFP is the largest humanitarian organization fighting hunger and plays a vital role in providing humanitarian assistance that saves lives, alleviates suffering and preserves the dignity of people in countries affected by conflict and natural disaster around the world.
