In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 28-month project, The Enchanté Network will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address the Enchanté Network’s capacity to be financially sustainable by developing a sustainability plan, assessing current funding sources and identifying potential new funding sources. The Enchanté Network will model best practices through the development of staff skills and knowledge in government relations and advocacy. The organization will leverage the Enchanté Network’s over 200-member organization Network to drive systemic change by establishing a Rainbow Budget Coalition and advancing public policy recommendations relevant to 2SLGBTQI+ communities.

Back to Our Roots: Community-led Engagement on Sustainable Support for Black 2SLGBTQI+ Movements in Canada

This 18-month project will engage Black 2SLGBTQI+ organizations and communities through a national online survey, regional and national virtual roundtables and an in-person National Black 2SLGBTQI+ Summit on the potential creation of a national Black 2SLGBTQI+ organization in Canada. The project will share key data about the demographic makeup and needs of Black 2SLGBTQI+ communities and culminate in a final report that will highlight community-led insights and recommendations for implementing sustainable supports for Black 2SLGBTQI+ movements.

This will be achieved through convening rural 2SLGBTQ+ organizations to identify the systems-level barriers they experience in their work. The Enchanté Network will offer Systems change support for 2SLGBTQI+ organizations to deepen the set of tools and strategies that they use to address key systemic barriers related to racism, sexism, ableism, and other forms of systemic oppression. The Enchanté Network will conduct needs assessment research for rural 2SLGBTQI+ organizations and communities and hold consultations with rural member organizations to determine their structural policy priorities. Finally, the Enchanté Network will share resources and reports on the research and consultations and advocate with and for 2SLGBTQI+ rural organizations through public policy engagement and connecting key stakeholders with rural organizations to affect broader systemic change.
