About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Support to the National Police of Ukraine for the Safe Storage of Small Arms and Light Weapons

This project seeks to reduce the risks posed by small arms, light weapons, and ammunition to women, men, girls, and boys in Ukraine by strengthening the weapons and ammunition management (WAM) capacity of the National Police of Ukraine (NPU) and delivering community-level risk education. Project activities will include the following: (1) conducting technical risk assessments of police armouries and surge storage sites in select locations, in line with international small arms control and ammunition management standards; (2) identifying gaps in NPU infrastructure, procedures, and capacity, including storage conditions, inventory systems, segregation practices, and personnel training; (3) constructing or refurbishing NPU weapons and ammunition storage facilities in line with international standards and sector best practices; (4) delivering targeted training to the NPU on the safe storage, handling, segregation, and inventory management of small arms, light weapons and ammunition; (5) integrating small arms and light weapons risk education into existing MAG explosive ordnance risk education programming; (6) delivering targeted small arms risk education, including Training of Trainers sessions for relevant national and local authorities, alongside mass media outreach and digital campaigns.

The project aims to demonstrate, validate, and optimize the real-time optical measurement technology developed by Bliq Photonique for monitoring viscosity in industrial food processing operations. It is structured around two complementary activities: a demonstration and technology adaptation phase at industrial sites in Canada and internationally, and a commercial preparation phase for international market launch. The solution, designed and manufactured in Quebec, is currently ready for pre-commercial demonstrations. The project will enable the final step to be taken before large-scale industrial adoption.
