In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

While the immediate beneficiaries of the initiative are parliamentary actors, the project aims to strengthen the relationship between parliaments and civil society organizations, national governments, and other stakeholders, to support societies’ democratic resilience and the fulfilment of human rights.

Activating Russian and Belarusian independent journalists to combat information manipulation

This project aims to build capacity of independent Russian and Belarusian journalists to recognize and combat information manipulation and, to adopt a human rights-focussed reporting style, leading to increased and improved fact-based reporting circulating in Russian and Belarusian exile circles, and more relatable content for audiences to better understand the human rights impacts of the conflict and reduce their susceptibility to mis and disinformation. Project activities include: (1) providing trainings on personal safety and cybersecurity, human rights and gender-sensitive reporting, media business development, and countering information manipulation; (2) providing grants to support production of investigative media content on human rights and information manipulation; 3) facilitating networking and convening for independent journalists; (4) developing mental health and well-being supports for journalists and activists affected by transnational repression; and (5) supporting media innovation and business strategy initiatives through selection committees, calls for applications, and financial contributions.

United Nations Climate Security Mechanism

It aims to strengthen the capacity of the UN system to analyze and address the adverse impacts of climate change on peace and security. The CSM seeks to reduce the risk of climate change and environmental degradation adversely impacting peace globally. Project activities include: (1) leading and supporting integrated risk assessments and developing risk management strategies and plans to be implemented in locations highly affected by climate-related security risks; (2) advocating, developing partnerships, and convening to increase collaboration between global, regional and national decision-makers and stakeholders to harmonize climate action, peace and security policies; (3) generating a stronger evidence base and tools to enable UN entities to analyze and report on climate-related security risks and related response strategies; and (4) strengthening the capacity of policymakers and practitioners to develop policies and programmes addressing interlinkages between climate change, environmental degradation, peace, and security.

The purpose of the Indigenous Habitat Participation Program and the Salish Sea Initiative, is to support the participation of Indigenous peoples in activities relating to the conservation and protection of fish and fish habitat, including the development of the Department of Fisheries and Oceans’ (DFO) policies, program elements and regulations and the development of their technical capacity to support greater involvement in the conservation and protection of fish and fish habitat.
