In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Organizational capacity will be enhanced through a funding diversification strategy, an advocacy and community engagement plan and the development of effective networking and partnerships. The project will also allow the organization to optimize its visibility and attractiveness towards human resources that would ensure its sustainability.
The 2023 supplementary funding will be used to develop a results-based measurement system to increase transparency and reduce duplication of practices and activities of staff.

The 12-month extension and supplementary funding will enable the organization to develop a strategic plan, a needs-driven action plan, and a communications strategy, as well as to create a committee to oversee the organization’s funding, its philanthropic matters, and ultimately, its financial health.

Improving Shelter Experience for Indigenous Women

Through this 29-month project, Circling Buffalo Inc. will conduct research in partnership with RESOLVE Manitoba that will help improve GBV services for Indigenous women. The research seeks to identify and address the challenges that Indigenous women face when accessing women’s shelters across the Province of Manitoba. To do so, the project aims to
conduct a literature review of grey and academic literature and interview Indigenous survivors and Indigenous and non-Indigenous-identifying service providers. Circling Buffalo Inc. in partnership with RESOLVE will prepare a final report,briefs, and a story map to share information on the research findings.

Arts-Based Gender-Based Violence Prevention for Northern Youth

Through this 24-month project, FOXY will develop, implement, and evaluate promising intervention practices that will advance knowledge and enhance empowerment supports for at-risk populations of gender-based violence in the Northwest Territories, Yukon, and Nunavut. Specifically, the project will design and develop a culturally safe, Northern-focused, gender-based violence prevention program based on evidence, best-practices and trauma-informed pedagogy. Youth, Northern-based researchers, clinicians, community members, and Elders will participate in all aspects of the development of the intervention. Specifically, the project will focus on young Northern and Indigenous young women (including trans-women) participants and gender-diverse youth.

Awareness and Engagement in Rural Communities

Through this 25-month project, the Groupe régional d’intervention sociale de l’Estrie (GRIS Estrie) will address 2SLGBTQI+ communities’ needs and barriers to equality. To achieve this, the organization will collaborate with and engage frontline workers and sexually and gender-diverse people in the Haut-Saint-François region to determine their specific needs. Tools, training, and/or activities will be developed for this purpose and deployed among the project’s target populations. The rural experience in Haut-Saint-François will be documented and shared in a visual, accessible format to raise awareness and inspire other, similar initiatives in rural areas.

Equality Now Initiative: Bridging Gaps for Black 2SLGBTQI+ Equality

Through this 27-month project, Black Pride YYC will address the needs and barriers to equality for 2SLGBTQI+ communities. This will be achieved by developing and enhancing resource access for Black 2SLGBTQI+ individuals while centring the experiences of those in the community and amplifying Black Trans voices. The organization will look to combat discrimination and hate by identifying its root causes and developing and implementing anti-hate strategies. Black Pride YYC will also look to promote and celebrate the history of Black 2SLGBTQI+ by building an online archive and organizing a public exhibit to share Black 2SLGBTQI+ culture.

Miracle Healing Women: Creating Change

This 20-month project will honour the lives and legacies of missing and murdered Indigenous women, girls and LGBTQ2S individuals and increase awareness about missing and murdered Indigenous women and girls and LGBTQ2S individuals. Project activities will include the creation and installation of a commemorative plaque, hosting a “Miracle Healing Women Conference”, development of a training manual on the traditional role of Blackfoot women, the installation of two billboards with awareness massages, and raising awareness regarding available resources for families affected through an information and resources tipi that will be set up at various events throughout the year.
