The project will address the absence of robust, actionable, open-source information on the DPRK's efforts to evade UN sanctions on its proliferation activities by developing and maintaining RUSI's SANDSTONE database of entities and information involved in DPRK illicit shipping networks, as well as develop RUSI analytical capabilities to provide proactive and reactive investigations of DPRK illicit shipping and "rapid response" reports on urgent cases.

GAC is seeking to implement five project activities that aim to build regional and international capacity to implement UN Security Council sanctions on the DPRK’s proliferation activities. These activities include (1) translation of UN Security Council training materials into French; (2) deploying open source monitoring and reporting on DPRK sanction evasion to the private sector; (3) training on DPRK sanctions implementation for legal experts in the Caribbean; (4) training on best practices to prevent sanctions evasion by the DPRK for ship registry officials in the Pacific; and (5) training for private sector entities (e.g. banks) in China on risk management.

This project aims to bring together the expertise of three institutes with extensive experience in researching WMD, their associated technologies, and the means to produce them to conduct open source research on the DPRK’s capacity to manufacture nuclear, chemical and biological weapons to develop a credible assessment of its capabilities to inform policy decisions to respond to it.

This project aims to consolidate and make more widely available open source information on DPRK sanctions evasion by developing a web-based platform to disseminate timely and actionable information on DPRK maritime sanctions evasion; strengthening institutional capacity to produce reports on entities known to have supported DPRK maritime sanctions evasion; producing capacity-building resources for compliance and regulatory experts on maritime sanctions enforcement; and establishing a mechanism to allow experts to request rapid-reaction investigations on entities suspected of being involved in DPRK sanctions evasion.

This project builds on RUSI's multi-year effort to produce actionable investigations for public consumption and private stakeholders focused on North Korea’s proliferation networks and illicit maritime activities.

This project will strengthen the implementation of UN Security Council Resolution (UNSCR) sanctions on the DPRK in Latin America and Southeast Asia through the following activities: Promoting Open-Source Monitoring and Reporting to the Private Sector, Advanced Counter-proliferation Finance Training in Mexico, Counter-proliferation Finance Symposium for Central Banks and Financial Institutions in Southeast Asia, Building Regional Champions on Counter-proliferation Finance in Latin America and the Caribbean, E-Learning Course on Combatting DPRK Proliferation Finance, Webinars and In-person Training Sessions in Latin America, and Interactive Training on Countering DPRK Cyberthreats for Financial Institutions in Costa Rica and Guatemala.

This project will conduct a review of North Korea’s chemical industry and utilise remote sensing tools to support analysis of activities relevant to CW at these sites, replicating and expanding the approach taken in the feasibility study.

This project will convene training workshops on DPRK sanctions implementation for government and private sector experts from states in Central Asia, Southeast Asia, Francophone Africa, and South and Central America.
