In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this funding, Canada supports the OIF’s efforts to promote the French language and Francophone cultural products; strengthen peace, democratic governance, human rights, and gender equality; improve access to quality education and training for young people; promote trade within the Francophone world; and increase resilience and empowerment in response to economic, environmental and social challenges.

The OIF aligns its efforts with the objectives of the 2030 Agenda for Sustainable Development and implements its activities in accordance with the principles of aid effectiveness and international standards for results-based management.

February 2026 - Food insecurity remains at alarming level in many countries, driven by conflicts, climate change, and economic shocks. The World Food Programme (WFP) is the United Nations’ frontline agency in the fight against hunger. It responds to emergencies and saves lives by quickly getting food assistance to crisis-affected populations. WFP also provides common services to humanitarian agencies by transporting humanitarian workers and light cargo and conducting emergency medical and security evacuations.

With the support of Global Affairs Canada (GAC), WFP provides targeted emergency food assistance to crisis-affected populations to reduce acute food insecurity and malnutrition and protect livelihoods. Project activities include: (1) distributing food and cash-based transfers; (2) providing supplementary feeding for children under the age of 5 years, as well as pregnant and lactating women and girls; and (3) providing logistical support to humanitarian agencies and enabling access to the most remote and hard-to-reach locations. This project operates in multiple countries, including Bangladesh, Cameroon, Central Africa Republic, Chad, Colombia, Democratic Republic of the Congo, Haiti, Jordan, Kenya, Lebanon, Mali, Mozambique, Myanmar, Nicaragua, Nigeria, Somalia, South Sudan, Sudan, Syria, Uganda, Ukraine, Venezuela, Yemen and Globally.

The Global Fund to Fight AIDS, Tuberculosis and Malaria uses these funds and other donors’ funding, to achieve its mandate. Created in 2002, the Global Fund to Fight AIDS, Tuberculosis and Malaria is a unique, public-private partnership and leading international financing institution dedicated to mobilizing additional resources to prevent and treat AIDS, tuberculosis and malaria. It is a partnership between governments, civil society, the private sector, and affected communities that represents an innovative approach to international health financing. This grant supports the Global Fund’s 2023-2028 Strategic Plan, the primary objective of which is to end AIDS, tuberculosis and malaria, with a focus on making catalytic investments and leveraging innovations for faster progress in reducing new infections in 126 low and middle-income countries. The Global Fund’s model centers on the concepts of country ownership and performance-based funding, which means that organizations and institutions in developing countries implement their programs based on their priorities and must be able to show achieved results. This grant contributes towards meeting the Sustainable development goal target of eliminating HIV, tuberculosis and malaria as epidemics by 2030 by supporting countries to scale up treatment and prevention services. This grant also contributes to improving the health and rights of women, adolescents and children by breaking down barriers to access to life-saving prevention and treatment services. It also focuses on international assistance efforts on helping the poorest and most vulnerable. To date, the Global fund has saved over 70 million lives.

The Canada–Vietnam Academic Mobility Project: Toward Inclusive and Sustainable Economic Governance in the Indo-Pacific aims to strengthen university cooperation between the two countries by supporting research and training in the areas of inclusive and sustainable economic governance in the Indo-Pacific. Led by the NEME Chair, the initiative will award ten research grants (five for graduate students and five for professors/researchers) for 3–4-month stays in Vietnam, in partnership with two institutions: the Foreign Trade University in Hanoi and the University of Law in Ho Chi Minh City.
Vietnam is a key actor in the Indo-Pacific and a party to several free trade agreements. It shares strategic priorities with Canada, such as economic diversification and sustainable governance. This strategic project aligns with Canada’s priorities related to open and rules-based trade, inclusive and sustainable governance, and the strengthening of regional resilience and local capacities, while fostering the development of lasting academic and diplomatic networks.

These interconnected challenges underscore the need for a cohesive regional humanitarian and protection response, particularly as fragile stabilisation and early recovery efforts begin to take hold.

With GAC’s support, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) contributes to preserving the dignity and resilience of Palestine refugees in Lebanon and Syria amid ongoing economic, social and security crises. Project activities include providing emergency assistance, including food, healthcare, water, shelter and protection services to meet the basic needs of Palestinian refugees. | P017301002: February 2026 – The magnitude and severity of death, destruction and extreme deprivation in the Gaza Strip have generated profound human suffering and humanitarian needs. In the West Bank, demolitions, operations by Israeli forces, settler violence, and movement restrictions continue to trigger displacement and drive a range of humanitarian needs. The erosion of community resilience mechanisms has further intensified needs across all sectors. The United Nations estimates that 3.62 million people require lifesaving assistance across Palestine.

With GAC’s support, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) contributes to stabilizing conditions, restoring and scaling up the delivery of essential services, protecting the most vulnerable and providing life-saving humanitarian assistance to those in need.
