In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project will be coordinated by the AQBRS Training Advisor, a member of the Board of Directors, and supported by two groups of AQBRS trainers and external experts in civil security and adult education. To achieve this goal, in the first place, a targeted training program and a related toolkit will be developed, program and tools tailored to the specific needs of ground search and rescue volunteers to enable them to respond to situations, situations and emergency. To facilitate the implementation of this program and its sustainability. the project will also include the development of a training of trainers and the holding of two provincial training workshops for this group within the AQBRS. Once the training of trainers is completed, the training program will be delivered directly to AQBRS Ground R & S teams through three regional workshops. Finally, following these various activities. the toolkit will be enhanced, finalized and distributed within the Association and beyond to encourage continuing education in this area and sustainability of the initial project.

Inuit informed sea-ice hazard maps for improved emergency management in Nunavut
This project addresses the Indigenous SAR priority by not only enhancing engagement with, and fostering inclusion of, Indigenous peoples, but goes above and beyond to provide capacity building, peer mentoring, and leadership training. Specifically, Inuit coordinators in the 3 project communities will be trained in satellite imagery interpretation, map development, meeting facilitation and project management, all transferable skills that support the National Search and Rescue Program and community development in general.
